Ida B. Wise (1871-1952) was the primary author of the Sheppard Bill in 1916 that imposed prohibition on Washington, D.C. She was president of the Iowa Woman's Christian Temperance Union (WCTU) from 1913 until 1933, at which time she became president of the national WCTU. Although National Prohibition was repealed in 1933, Wise continued to lead unsuccessful efforts throughout the 1930s and 1940s to return the nation to prohibition.
